Lag om elektronisk kommunikation (LEK)

The content of a radio connection is protected by law with Lag om elektronisk kommunikation (LEK)

Lag (2012:285).[6, kap 6, §23]

Tystnadsplikt (The duty of silence) is required for all radio messages that have been heard, no matter their origin. This means you may only share the contents of the message if you took part in the conversation or if it was aimed at the general public. A news bulletin is considered to be aimed for the public for example.

Tips regarding rare DX, who is calling CQ, QSL from RX amateures/SWL and to talk about hearing a conversation between XXX and YYY is not regarded as breaking the duty of silence.

Earlier in Sweden it has been regulated what and what may not be in a conversation. This regulation is now removed. We need to be aware that this is not the same in all countries so we as ham radio operators needs to be respectful and keep a good tone at all times. See IARU ethics and traffic methods in KonCEPT.

Encryption on the ham bands are legal in Sweden if your call is regularly transmitted, but it is not recommended to use encryption on the ham bands.

Logbook

Your QSO's and other happenings with the radiostation should be noted in a stations diary, also known as the logbook. There used to exist requirements from the government to keep a logbook but not today.

Ham radio is built on trust and then it is very important to be able to document your radio activity. For example in EMC situations it is very critical to be able to prove when you transmitted or not.

Write at least the following in the log:

  • Time for start and stop of the QSO (UTC and don't forget the date)
  • Opposite station call sign
  • Your output power
  • Frequency (band or exact)
  • Mode (SSB/FT8/CW…)
  • Your QTH
  • Signal report (599)

Chapter 14 Bestämmelser → home work. Read the laws required.
